According to a fire service representative, the explosion occurred on the minus 9th floor of the structure – below the water level.
Rescuers are currently trying to get inside the dam as there is reportedly heavy smoke.
It is possible that the lower premises of the hydroelectric power station may be flooded.
Rescue helicopters have been deployed to provide assistance to victims and search for missing people.
Carabinieri and about six dozen firefighters are working at the scene.
