Amendments will be released after approval of rules “compatible” with the Constitution, says Dino

Minister Flávio Dino said at an event this Friday (11), in São Paulo, that they will be released after approval of rules “compatible” with the Constitution.

“The Supreme Court has been waiting for new rules. (They will be released) as soon as rules compatible with the STF decision exist and are approved. We want the Budget to be executed, but not incorrectly”, he said at the meeting promoted by Comunitas.

In an interview with journalists, the minister once again stated that the Constitution requires that the amendments, as well as the rest of the budget, comply with rules of traceability, transparency and efficiency.

Flávio Dino RP8 and RP9, which are the committee and rapporteur’s amendments to the budget, after a conciliation hearing between representatives of Congress and the Executive. The minister understood that the Legislature did not present “specific, complete and precise information” to prove that it complied with the STF’s decision to end the secret budget.

At the conciliation hearing, Dino highlighted that the Legislature limited itself to pointing out solutions that will come in a complementary bill (PLP) that has not yet started to be processed and did not say which parliamentarians failed to provide information about these transfers. The Executive reported that 56% of the amendments were not identified and that the government is unable to guarantee the accuracy of the data until the Legislature makes the information available.

Since December 2022, the STF has understood that the amendments called RP8 and RP9 are unconstitutional. After that, Congress passed a resolution changing the rules. And in August of this year, Flávio Dino then ordered the suspension of the amendments, ordered the General Comptroller of the Union (CGU) to audit the transfers and also determined that transparency and traceability measures be adopted.
