The technology is inspired by systems from the United States and Japan and does not require prior registration from citizens. It was developed by the Ministries of Regional Integration and Development and Communications, in partnership with the National Telecommunications Agency (Anatel) and the four major telephone operators.

The technology uses the cell phone network to issue risk warnings. The alert is triggered based on the location of the device. Therefore, even visitors or foreigners who are in a risk area will receive the message.
