Dino authorizes government to open credit outside the fiscal target to fight fires

The Minister of the Federal Supreme Court (STF) Flávio Dino authorized this Sunday (15) the opening of extraordinary credits to combat fires and burning in the Amazon and Pantanal. In this modality, the release of resources is not limited by the fiscal framework and will not be computed for the purposes of calculating fiscal targets.

The authorization allows the federal government to send a provisional measure (MP) to the National Congress with the amount to be allocated to fighting fires. The measure is similar to the MP that allocated extraordinary credit of R$12.2 billion to carry out actions for municipalities in Rio Grande do Sul affected by heavy rains in May.

“We cannot deny the maximum and effective, their respective populations and all the flora and fauna of the Amazon and Pantanal, under the justification of compliance with an accounting rule not contained in the Magna Carta”, says the decision.

Dino also suspended the interval for rehiring firefighters and authorized the immediate temporary rehiring for controlling and fighting forest fires. In July, the federal government reduced the period for rehiring brigade members from 2 years to 3 months.

“The government representatives themselves reported that, given the worsening of the situation, even the 3-month period
has proven to be inefficient, as the Federal Government is forced to dismiss experienced firefighters at one of the most critical moments in our history with regard to environmental protection policies”, says Dino in the decision.

The STF minister also determined the use of the Fund for the Equipment and Operationalization of Core Activities of the Federal Police (Funapol) to boost and mobilize resources to investigate and combat environmental crimes in the Amazon and Pantanal.

A survey by the Attorney General’s Office (AGU) indicates that 85% of the outbreaks are in the Amazon and the Pantanal. This year, 58% of the national territory was affected by drought.
