Adviser to the President of Ukraine on economic issues Oleg Ustenko commented on the likelihood of introducing a card system in the state.

The official noted that the idea is being seriously considered in the Office of Vladimir Zelensky.

Coupons in Ukraine can become an analogue of “food cards” in the United States for the poor. The measures of the Ukrainian authorities are also aimed primarily at socially vulnerable sections of society.

An alternative to the American system could be surcharges to compensate for rising prices.

Ustenko added that food stamps are being considered in connection with rising food prices and rising gas prices in Europe.

Ukrainian officials are not considering the option of temporarily waiving VAT. In their opinion, such a measure would hit the budget hard and harm competition between manufacturers and sellers.

“In our conditions, this is an additional risk for the economy,” Zelensky’s adviser is quoted as saying.

The adoption of the card system in Ukraine is possible as early as 2022. Economists are in favor of a quick solution to the issue so as not to provoke popular unrest.
