Government formalizes creation of the Secretariat to Support the Reconstruction of Rio Grande do Sul

The federal government published a decree establishing the restructuring of the Civil House secretariats. Among the changes established by presidential decree 12,169 of 2024, is the creation of the Secretariat to Support the Reconstruction of Rio Grande do Sul.

It will have the same functions as the current Extraordinary Secretariat of the Presidency of the Republic to Support the Reconstruction of Rio Grande do Sul, created in May via provisional measure. The MP will expire in the next few days.

. The decree comes into force from September 12th.

The decree also establishes the creation of a specific unit in the Civil House of the Presidency of the Republic to coordinate matters involving the New PAC (Growth Acceleration Program). The Department is the result of the subdivision of the current Special Secretariat for Articulation and Monitoring (SAM) and will be headed by the current special secretary, Maurício Muniz.

The Special Secretariat for the New PAC will be responsible for supporting the definition of guidelines and criteria for the implementation and execution of goals related to the Program’s actions and measures, in addition to planning, monitoring and evaluating its results.

Another change is that the Special Secretariat for Articulation and Monitoring will be named the National Secretariat for Articulation and Monitoring, which will have the same duties. The department is responsible for monitoring the results of programs and projects considered priorities by the Federal Government.

The National Articulation and Monitoring Secretariat will be headed by Júlia Rodrigues, who is currently deputy special secretary at SAM. The change in the structure of the Secretariat will come into force on September 26th.

According to the Federal Government, the transformation of the Special Secretariat for Support to Rio Grande do Sul into a secretariat of the Civil House and the division of SAM do not impact the creation and increase of new positions.
