Lira’s succession: deputies condition support for autonomy on amendments | Blogs

Amid the campaigns of candidates for the presidency of the Chamber of Deputies, party leaders have conditioned support for candidates to succeed Arthur Lira (PP-AL) on the ability of parliamentarians to sew a solution around the imbroglio involving parliamentary amendments, according to the CNN.

The Federal Supreme Court (STF) decided, in August, to suspend the payment of amendments directly to states and municipalities, the so-called “Pix amendments”.

The Court ordered the government of President Luiz Inácio Lula da Silva and the National Congress to reach a consensus on rules to provide more transparency by September 9th.

The government, through the Attorney General’s Office (AGU), asked for more time for the new rules to be presented.

According to deputies heard by the CNNthis condition is the fundamental one — above agendas such as the Amnesty PEC or the dialogue with the Palácio do Planalto.

The ability to discuss with government and STF ministers and re-empower the National Congress in distributing resources to parliamentarians’ electoral bases in a more dynamic way became the true balance.

The reading of President Lula’s allies is that the decision of the Federal Supreme Court (STF) regarding the release of the amendments strengthened the government’s political articulation, especially ministers Alexandre Padilha, of Institutional Relations; and Rui Costa, from the Civil House.

Although the Amnesty PEC is considered “just another agenda” among the discussions, deputies have also demanded the main candidates for the presidency of the Chamber to implement measures that, according to them, limit the Judiciary’s interference in the agendas discussed by the Legislature .

On condition of anonymity, a deputy admitted to the CNN that these two points are much more important to parliamentarians, who seek autonomy, than any discussion between the government base and the opposition.

The candidate who most successfully combines these two agendas should be the winner, despite the obstacles from Palácio do Planalto and oppositionists.

This is because, in this parliamentarian’s view, the deputies’ vote to choose the next president of the Chamber is secret.

Deputies Elmar Nascimento (União Brasil-BA), Hugo Motta (Republicanos-PB) and Antonio Brito (PSD-BA) are the best-positioned candidates at the moment, according to bench leaders.
