Russian President Vladimir Putin’s call to Luiz Inácio Lula da Silva (PT), on Wednesday morning (18), rekindled Brazil’s hope in moving forward with a peace proposal between Ukraine and Russia. The conflict in the region has lasted two years and seven months.

The text prepared by the Brazilian and Chinese governments was part of the call’s agenda. Lula’s interlocutors interpreted Putin’s position on the call as receptive to discussion. It was the first time the two discussed the subject.

Brazil and China called a meeting with emerging countries at foreign ministry level for September 27, in New York, in the midst of the United Nations (UN) General Assembly.

The meeting is scheduled to present the text and garner endorsement from the international community. In principle, there will be no room for amendments to the text, but suggestions can be discussed.

Since assuming the presidency in 2023, the Lula government has been available to facilitate dialogue between nations in conflict, such as Russia and Ukraine, Israel and Hamas, and Venezuela. But, like other countries, Brazil is facing difficulties in being decisive in peace negotiations.
