The Palácio do Planalto decided to proceed cautiously in negotiations to replace the now former Minister of Human Rights and Citizenship, .

According to leaders close to the Ministry, one of the concerns is to prevent the change of command in the Ministry from ending up increasing tension at the base due to a broad reform in the Esplanada dos Ministérios.

Due to its lower visibility and limited budget, the Ministry of Human Rights and Citizenship does not usually appear as a major focus of greed among grassroots parties.

Still, the thesis is that a possible increase in the PT’s share of the Esplanada will serve as justification to fuel pressure for strategic positions. A post that often comes under the radar of allies is the Ministry of Health, today.

President Luiz Inácio Lula da Silva has been receiving nominations from different wings of the party to replace Silvio Almeida.

At the moment, one of the favorites for the vacancy is Macaé Evaristo, linked to the PT of Minas Gerais. But other options have gained strength on the betting exchange in the last few hours, as is the case of Edilene Lôbo, now minister of the Superior Electoral Court (TSE).

Lula even considered redesigning the Esplanada in January of this year and, later, in June. But the president himself disapproved the articulations.

The objective was to wait for the end of the electoral process and marry the reform with the choice of the new command of the National Congress, with the aim of ensuring better governance in the second half of the term.
