Rapporteur of the project that makes bidding more flexible in calamities defends the urgent analysis of materials on the topic

In response to the climate events affecting the country, the government and Congress established rules for punishing, preventing and mitigating the devastating effects.

One of the measures was the flexibility of public tenders in areas affected by calamities. However, the person responsible for reporting on the project in the Chamber, deputy Bohn Gass (PT-RS), defends that other matters on the topic be analyzed urgently.

“These are all urgent measures, we need to attack on all fronts to add to the other actions that the government is taking”, assessed the rapporteur of the project sanctioned by President Luiz Inácio Lula da Silva (PT) last Monday (23).

The parliamentarian explained that there are dozens of other proposals related to climate change. In , for example, there are more than 40 projects that propose classifying arson as heinous crimes.

The deputy defends the need for other proposals to be quickly considered by Congress. “Unfortunately we have profound climate change and this needs to be incorporated into daily life,” said Grass.

Rio Grande do Sul

The proposal that makes bidding more flexible in areas affected by disasters emerged as a response to the tragedy faced by the state of Rio Grande do Sul throughout the months of May and June this year, when hundreds of people died due to floods.

“With the flexibility of bidding, we now have permanent legislation to provide flexibility, but with supervision”, said the deputy from Rio Grande do Sul.

Senator Paulo Paim (PT-RS) emphasized the . “This project guarantees minimum conditions so that micro, small and medium-sized entrepreneurs, rural producers and family farmers affected by the climate tragedy in our state can move forward and continue their activities”, said Paim.

Voting

One of the amendments that generated discord in the plenary vote concerned the requirement that companies, in order to receive resources from financing lines, must maintain or increase the number of jobs that existed before the public calamity.

Opposition members criticized this point and even announced obstruction of the vote. However, after negotiation with the government, the section was modified so that companies have the obligation to maintain only the number of employees on the date of publication of the law.

“We want to maintain ourselves, but that person who fired has to save his company, has to keep the other employees. Therefore, the final text says that it is no longer necessary to return to the number of employees it was before to receive financing”, explained Bohn Gass.
