Tax regulation should go to the Senate plenary in early December, says Padilha

The Minister of the Institutional Relations Secretariat, Alexandre Padilha, stated this Monday (14) that the main project regulating tax reform should begin to be analyzed by the Senate plenary at the beginning of December.

He stated that the calendar prepared by the rapporteur, senator Eduardo Braga (MDB-AM), foresees the approval of the text by the Constitution, Justice and Citizenship Commission (CCJ) by the end of November.

“The expectation is that this calendar will be restricted to the Justice Committee, the CCJ, until the end of November, so that the report can be approved by the end of November and that we can start the month of December, in the Senate and in the Chamber, working towards approval in December, both in the Senate and in the Chamber”, he said.

Padilha, responsible for coordination with the Legislature, and government leaders in Congress participated in a meeting with President Luiz Inácio Lula da Silva (PT) this morning. At the meeting, the tax regulation schedule discussed in a previous meeting with the rapporteur and members of the economic team was presented to the Chief Executive.

In an interview with journalists at Planalto after the meeting, Padilha reinforced that regulating the reform is one of the government’s priorities in Congress.

“We want to complete the regulation this year and we believe that it is also a commitment, it is an objective of the presidents of both Houses (legislatives) to end up as a legacy of this presidency and the entire Congress”, declared Padilha.

On Saturday (12), the president of the Senate, Rodrigo Pacheco (PSD-MG), stated that the regulation should be approved in 2024. The text, sent by the government, has already passed the Chamber of Deputies. If it undergoes changes suggested by the senators, the project must return to the deputies for analysis.

As CNN showed, the article has already received several suggestions for changes. . The project regulates new taxes that were created by the reform to replace taxes currently charged.

The text reached the Senate with constitutional urgency, but, at the request of leaders, the government decided to withdraw it. Due to the urgent deadline, the plenary agenda was locked, which prevented voting on other proposals. Government officials claim that the possibility of submitting a new urgent request is not considered.
