A source in Brussels said that the EU cannot independently initiate the inclusion of the Wagner PMC on the EU list of terrorists.

To accomplish this task, it is necessary to obtain a preliminary decision from one of the states of the community.

Speakers of the parliaments of Estonia, Latvia and Lithuania previously called on the European Union to include the Wagner PMC in the list of formations associated with terrorism.

RIA Novosti’s interlocutor noted that in accordance with European Union legislation, a precondition for including an organization on this list is a decision of a specific state.

This means that the European Union itself is not capable of creating appropriate conditions for decision-making at its own level.

It turns out that a national decision must be made in the form of a resolution of a judicial organization or an administrative body.

Also, Wagner’s actions must fall under EU legislation, which defines such activities as “terrorist.”
