“The State has a role in limiting damage to the most vulnerable”, says senator about betting | Blogs

Senator Alessandro Vieira (MDB-SE) filed two bills to regulate the Bets Law, sanctioned by President Luiz Inácio Lula da Silva at the end of last year. The new legislation, which still needs regulation, will come into force from 2025.

The senator forwarded two projects to revise the law. The proposals aim to limit bets by people registered in the Single Registry (CadÚnico), which include data on beneficiaries of social programs such as Bolsa Família, in addition to prohibiting the advertising of betting shops in the country.

One of the proposals determines the “limit on financial losses” for these groups, in addition to the “restriction of monthly transfers to betting platforms” and the limitation of monthly amounts transferred to bets, based on the income declared by the bettor.

The other would establish a ban on advertising by betting houses in the country, in addition to increasing taxation from 15%, as provided for in the regulations sanctioned by Lula, to 30% on prizes.

In an interview with CNNVieira stated that the “State has the role of reducing the risk of significant harm to the most vulnerable people”. “For this reason, the State prohibits the sale of alcohol and cigarettes to minors, or illicit drugs to adults”, he compared.

According to the senator, the initiative to send the two projects was his own — and not at the request of the Lula government — and he explained that the elderly and people with credit restrictions would also have limitations when betting.

If approved, the proposals must be submitted for regulation by the Lula government.

“I am against the legalization of betting, due to the risk of involvement of organized crime and harm to more vulnerable people”, he says.

According to Alessandro Vieira, the limitation would be due to the registration of Individual Registrations, CPFs, on digital betting platforms.
