Biden’s request
Earlier, Joe Biden asked Congress to agree on a combined aid package for Israel and Ukraine worth $105 billion.

The request was sent to the acting head of the lower house, Patrick McHenry, but he does not have sufficient authority to make such decisions.
Almost shutdown
